Back in July,Donald Trumptravelled to South Dakota for an Independence Day fireworks celebration at Mount Rushmore.
Noem said she assumed the president was joking but he was completely serious.
“I started laughing,” she said.
“He wasn’t laughing, so he was totally serious.”
